RAPORT DE ACTIVITATE AL DIRECŢIEI DE RELAŢII INTERNAŢIONALE

“2008 Un an al transparenţei, comunicării, promovării şi colaborării pentru DRI”

Într-un mediu instituţional din ce in ce mai stufos, direcţia noastră a venit în întâmpinarea problemei transparenţei instituţionale, atât printr-o relaţie deschisă şi directă cu Biroul de presă al Autorităţii Naţionale pentru Tineret cât şi prin relaţia cu diferiţi reprezentanţi ai mass-media. Pentru a veni în sprijinul furnizării de date referitoare la activităţile noastre, DRI-ANT a iniţiat şi un blog (www.ant-dri.blogspot.com), gestionat de echipa noastră- acesta devenind în scurt timp o interfaţă folositoare şi eficientă în relaţia cu tinerii şi publicul în general, dar şi o bază de date importantă pentru tineri.

Pentru a satisface curiozitatea tinerilor faţă de modul în care îşi desfăşoară activitatea o instituţie publică DRI ANT a iniţiat o serie de stagii de practică instituţională prin care o serie de tineri studenţi şi absolvenţi au avut ocazia de a se alătura echipei noastre pentru intervale diferite de timp, reuşind să descopere felul în care îşi desfăşoară activitatea direcţia noastră şi instituţia per ansamblu.

În ceea ce priveşte comunicarea, am încercat să menţinem o acoperire în timp real a evenimentelor organizate, prin blog, site, precum şi anunţuri la nivel local prin intermediul DJT-urilor. Evenimentele au fost promovate din timp prin aceste mijloace astfel încât tinerii să cunoască detalii despre evenimentele respective, orietandu-şi sau nu interesul spre ele. Direcţia noastră a menţinut legătura şi cu organizatorii, instituţii sau ONG-uri astfel încât evenimentele să se desfăşoare la cote optime.

Direcţia noastră a încercat să promoveze acţiuni ce au în prim planul lor tinerii, iar proiectele propuse de diferitele structuri asociative de tineret au fost atent analizate astfel încât finanţarea acestora să producă rezultate vizibile în promovarea intereselor tinerilor din România. Direcţia noastră a iniţiat anul acesta Concursul Naţional de Proiecte cu componentă internaţională, prin care am încercat să venim în sprijinul proiectelor serioase în domeniul tineretului la nivel naţional.

DRI a încercat să sprijine proiectele ce promovează participarea tinerilor la viaţa publică, multiculturalismul, voluntariatul, reprezentarea. Combinaţia dintre aceste valori precum şi seriozitatea au fost criteriile utilizate de direcţie în desfăşurarea activităţii proprii dar şi în relaţia cu tinerii.

Colaborarea a fost o altă prioritate a activităţii noastre pe parcursul anului 2008, membrii direcţiei au sprijinit atât la nivel consultativ cât şi practic diferitele proiecte oferind asistenţă structurilor asociative de tineret. DRI ANT a întreţinut o colaborare productivă cu Consiliul Tineretului din România semnând şi un protocol ce are ca obiect organizarea evenimentului Delegaţi ai României. Evenimentul va fi organizat o dată la 6 luni încercând să aprofundeze ideea reprezentării profesioniste a României de către tineri în cadrul diferitelor întâlniri şi evenimente internaţionale. Evenimentul „Delegaţi ai României” îşi propune sa pună faţă in faţă tinerii reprezentanţi ai României în evenimentele internaţionale de tineret cu cei pe care aceştia ii reprezintă. Conceptul evenimentului este unul nou care are ca obiectiv transferul de cunoştinţe între tinerii reprezentanţi care au fost la evenimente internaţionale si tinerii care vor merge pe viitor la astfel de întâlniri. DRI ANT a înfiinţat în colaborare cu Departamentul pentru Relaţiile cu Românii de Pretutindeni (DRRP) din cadrul Ministerului Afacerilor Externe o subcomisie de colaborare, astfel încât să existe o acţiune comună cât mai productivă în ceea ce priveşte tinerii români din afara graniţelor ţării. Un accent deosebit a fost pus pe sprijinirea acţiunilor iniţiate de structurile asociative ale tinerilor basarabeni de pe teritoriul României, iar anul 2008 a reprezentat un progres in acest demers.

DRI ANT a încercat să menţină o relaţie apropiată cu toate structurile asociative de tineret serioase si determinate în a-şi atinge scopul acţiunilor iniţiate.

Pe parcursul anului 2008 Autoritatea Naţională pentru Tineret prin Direcţia Relaţii Internaţionale a finanţat, organizat şi participat la un număr important de evenimente de tineret, asigurând în acelaşi timp reprezentarea tineretului român în cadrul instituţiilor europene.

Direcţia Relaţii Internaţionale a întreţinut şi o serie de contacte cu alte instituţii, astfel încât acţiunile iniţiate să se desfăşoare în condiţii optime. Comunicarea inter-instituţională a fost o condiţie fundamentală pentru organizarea la timp a evenimentelor din calendarul de acţiuni pe 2008, astfel DRI a dezvoltat o relaţie productivă cu Ministerul Afacerilor Externe, Guvernul României, Consiliul Tineretului din România autorităţi ale administraţiei publice locale precum şi cu numeroase ONG-uri din ţară şi străinătate.

"2008 un an al progresului"

Anul 2007 s a marcat printr-un număr de aproximativ 20 de deplasări în scop de reprezentare a intereselor tinerilor la nivel european, anul 2008 se remarcă printr-o creştere a numărului de deplasări atât la nivelul instituţiilor europene dar şi cu ocazia unor evenimente internaţionale de tineret, numărul deplasărilor pe 2008 a crescut la 32.

Ambele perioade au fost marcate de schimburile de tineri cu Marocul, Tunisia şi Belgia , cu menţiunea că în 2008 s a înregistrat vizita unei delegaţii din Republica Populară Chineză precum şi vizita unei comisii din cadrul Ministerului Afacerilor Externe a Republicii Italia ce a avut ca scop continuarea şi aprofundarea colaborării bilaterale în domeniul tineretului.

În ceea ce priveşte numărul acţiunilor iniţiate sau la care ANT DRI a participat trebuie remarcat menţinerea în jurul cifrei de 25, similar cu 2007, dar în 2008 bugetul DRI a fost mai mic cu 50 % faţă de 2007, ceea ce indică un management mai bun al resurselor financiare.

Anul 2008 a reprezentat si primul an când s-a desfăşurat Concursul Naţional de Proiecte cu componentă internaţională cu 3 câştigători - avem speranţa că această iniţiativă din 2008 se va continua cu succes în anii următori.

Acţiunile s-au desfăşurat într-un cadru bine conturat, urmărindu-se cheltuirea raţională a fondurilor pe proiecte fezabile şi cu un impact considerabil pentru tinerii din România.

REZOLUŢIA PRIVIND POLITICA DE TINERET A CONSILIULUI EUROPEI A FOST ADOPTATĂ CU SUCCES

Marţi, 25 noiembrie 2008, a fost adoptată de către Comitetul Miniştrilor Rezoluţia CM/RES (2008)23 privind politica de tineret a Consiliului Europei.

Acest act preia aproape în totalitate textul “Agenda 2020”, document stabileşte liniile directoare ale politicii de tineret în cadrul Consiliului Europei până în anul 2020.

“Agenda 2020” a fost adoptată formal de către miniştrii de tineret din statele membre ale Consiliului Europei cu ocazia celei de-a 8-a Conferinţă a Miniştrilor de Tineret ai Consiliului Europei, desfăşurată la Kiev, Ucraina, în perioada 10-11 octombrie 2008.




Rezolutia

The Committee of Ministers,

Having regard to the Declaration and Action Plan adopted by the Third Summit of Heads of State and Government of the Council of Europe in Warsaw in May 2005, which, in particular, stated that, “The Council of Europe will further develop its unique position in the youth field …”, thus reaffirming the pan-European character of the Organization;

Having regard to the Final Declaration adopted by the 8th Council of Europe Conference of Ministers responsible for Youth, held in Kyiv (Ukraine) on 10 and 11 October 2008;

Having regard to the Parliamentary Assembly's Recommendation 1844 (2008) on “Refreshing the youth agenda of the Council of Europe”;

Underlining the specific contribution of the Council of Europe’s youth sector, since 1972, to the objectives of the Organization and its capacity to develop appropriate responses to new situations and challenges;

Bearing in mind that the aim of the Council of Europe’s youth policy is to provide young people − girls and boys, young women and young men − with equal opportunities and experience which enable them to develop the knowledge, skills and competencies to play a full part in all aspects of society;

Bearing also in mind the cross-sectoral dimension of this policy and the importance of involving young people in its formulation, implementation and follow-up;

Considering the challenges young people face, both in terms of greater opportunities offered to them and an increased risk of precariousness, but convinced nevertheless of their considerable potential and therefore fundamental role in promoting the Council of Europe’s core values;

Convinced of the need for a dynamic youth policy in the Council of Europe, which includes children as well as young people;

Stressing the importance of following up the Action Plan adopted in Warsaw in 2005, particularly the youth campaign for diversity, human rights and participation “All different − All equal”, as well as the programme “Building a Europe for and with children”,

1. Resolves that the following should be regarded as priorities of Council of Europe youth policy and action for the coming years:

a. Human rights and democracy, with special emphasis on:

- ensuring young people’s full enjoyment of human rights and human dignity, and encouraging their commitment in this regard;

- promoting young people’s active participation in democratic processes and structures;

- promoting equal opportunities for the participation of all young people in all aspects of their everyday lives;

- effectively implementing gender equality and preventing all forms of gender-based violence;

- promoting awareness education and action among young people on environment and sustainable development;

- facilitating the access of all young people to information and counselling services.

b. Living together in diverse societies, with special emphasis on:

- empowering young people to promote, in their daily lives, cultural diversity as well as intercultural dialogue and co-operation;

- preventing and counteracting all forms of racism and discrimination on any ground;

- supporting initiatives of young people and their organizations with regard to conflict prevention and management, as well as post-conflict reconciliation by means of intercultural dialogue, including its religious dimension;

- supporting youth work with young refugees, asylum seekers and displaced persons;

- further encouraging the development of sub-regional youth co-operation in Europe and beyond;

- encouraging young people to promote global solidarity and co-operation.

c. Social inclusion of young people, with special emphasis on:

- supporting the integration of excluded young people;

- ensuring young people’s access to education, training and working life, particularly through the promotion and recognition of non-formal education/learning;

- supporting young people’s transition from education to the labour market, for example by strengthening possibilities to reconcile private and working life;

- supporting young people’s autonomy and well-being, as well as their access to decent living conditions;

- ensuring young people’s equal access to cultural, sporting and creative activities;

- encouraging intergenerational dialogue and solidarity.

2. Resolves that the above priorities should be implemented through the following approaches, methods and instruments:

a. As regards youth policy development and co-operation:

- intergovernmental and international co-operation on the development of youth policy, with particular focus on setting standards and supporting their implementation;

- service to countries, in particular through international reviews of national youth policies and youth policy advisory missions;

- co-operation with the European Union;

- partnerships with other stakeholders and services involved in areas which are relevant to the Council of Europe youth policy;

- co-management, as a unique and valuable co-operation mechanism between governments and youth organizations.

b. As regards youth work, education and training:

- multilateral youth co-operation as an appropriate way of promoting international understanding in the spirit of the core values of the Council of Europe;

- working with multipliers and supporting the development of quality youth work and its recognition;

- intercultural learning as a non-formal educational method particularly relevant for promoting intercultural dialogue and combating racism and intolerance;

- the European Youth Centres and European Youth Foundation as unique instruments for developing European youth co-operation.

c. As regards youth research and knowledge of youth:

- youth research and co-operation between youth researchers and policy makers in order to promote evidence-based youth policies and support the work of practitioners in the youth field;

- the carrying out of studies and the production of publications and educational and training material in order to support youth work and policy;

- the further development of the European Knowledge Centre for Youth Policy.

3. Underlining the important role of the Council of Europe youth sector within the Organization, and in order to achieve greater transparency, flexibility and efficiency in the implementation of the Organization’s youth policy, resolves that:

- the relevant co-managed bodies of the Council of Europe’s youth sector should develop programmes of activities based on the present resolution and, where appropriate, review the working methods of the youth sector and submit their proposals to the Committee of Ministers if necessary;

- co-ordination between child- and youth-related activities should be further enhanced;

- measures should be taken in order to encourage all sectors of the Council of Europe, in co-operation with the youth sector, to take into account the youth dimension when defining and carrying out their programmes of activities;

- the development of youth mobility, voluntary activities and exchanges across Europe and beyond will be encouraged and supported;

- the partnership with the European Commission in the youth field should continue to be supported as an example of good co-operation between the two partners;

- the European Youth Centres and European Youth Foundation should continue to be supported in their role of developing and enhancing European youth co-operation based on the core values of the Council of Europe;

- a communication strategy should be developed in order to ensure the best possible visibility of the youth sector of the Council of Europe inside and outside the Organization;

- coherent presentation and optimum use of human, financial and other resources should be ensured through programming based on specific objectives and clearly defined evaluation criteria; other sectors of the Council of Europe should be encouraged, when appropriate and feasible, to hold activities in the European Youth Centres;

- additional sources of financing, including from the non-governmental sector, should be sought.

Declaration



We, the Ministers responsible for Youth from the 49 States party to the European Cultural Convention of the Council of Europe, meeting in Kyiv, Ukraine, on 10 and 11 October 2008, on the occasion of our 8th Conference, are committed to actively promote, in all the member states of the Organisation, the development of youth policies which are likely to result in the successful integration of all young people into society.

In this regard, we are determined to pursue the objective of ensuring young people’s access to quality education and training, to decent work and living conditions, as well as developing the conditions to enable them to contribute to the development of society.

Having regard to the Declaration and Action Plan adopted by the third Summit of Heads of State and Government of the Council of Europe in Warsaw in May 2005, which, in particular, stated that “The Council of Europe will further develop its unique position in the youth field…”, thus reaffirming the pan-European character of the Organisation;

· Preventing and counteracting all forms of racism and discrimination on any ground;

· Supporting initiatives of young people and their organisations in conflict prevention and management as well as post-conflict reconciliation by means of intercultural dialogue, including its religious dimension;

· Supporting youth work with young refugees, asylum-seekers and displaced persons;

· Further encouraging the development of sub-regional youth co-operation in Europe and beyond;

· Encouraging young people to promote global solidarity and co-operation.

1.3. Social inclusion of young people, with special emphasis on:

· Supporting the integration of excluded young people;

· Ensuring young people’s access to education, training and the working life, particularly through the promotion and recognition of non-formal education/learning;

· Supporting young people’s transition from education to the labour market, for example by strengthening possibilities to reconcile private and working life;

· Supporting young people’s autonomy and well-being as well as their access to decent living conditions;

· Ensuring young people’s equal access to cultural, sporting and creative activities;

· Encouraging intergenerational dialogue and solidarity.

2. We agree that the implementation of above priorities should be based on the following approaches, methods and instruments:

As regards youth policy development and co-operation

2.1. intergovernmental and international co-operation on youth policy development, with particular focus on setting standards and supporting their implementation ;

2.2. service to countries, in particular through international reviews of national youth policies and youth policy advisory missions;

2.3. co-operation with the European Union;

2.4 partnerships with other stakeholders and services involved in areas which are relevant to the Council of Europe youth policy;

2.5 co-management, as a unique and valuable co-operation mechanism between governments and youth organisations;

As regards youth work, education and training,

2.6. multilateral youth co-operation as an appropriate way of promoting international understanding in the spirit of the core values of the Council of Europe;

2.7. working with multipliers as well as supporting the development of quality youth work and its recognition;

2.8. intercultural learning as a non-formal educational/learning method particularly relevant for promoting intercultural dialogue and combating racism and intolerance;

2.9. the European Youth Centres and European Youth Foundation as unique instruments for developing European youth co-operation;

As regards youth research and knowledge of youth

2.10. youth research and co-operation between youth researchers and policy makers in order to promote evidence-based youth policies and support the work of practitioners in the youth field;

2.11. the realisation of studies, publications as well as educational and training material in order to support youth work and policy;

2.12. the further development of the European Knowledge Centre for Youth Policy;

3. In view of the above, we recommend to the Committee of Ministers of the Council of Europe,

3.1. to support the present Declaration as a contribution to the further implementation of the decisions adopted at the Warsaw Summit in 2005;

3.2. to invite the relevant co-management bodies of the Council of Europe’s youth sector to develop programmes of activities based on the present Declaration;

3.3. to invite these bodies to review, where appropriate, the working methods of the youth sector, and, if necessary, to submit their proposals to the Committee of Ministers;

3.4. to strengthen the Council of Europe’s youth sector and further enhance co-ordination and co-operation on administrative as well as political levels between child and youth – related activities;

3.5. to take the necessary political and administrative measures to encourage all Council of Europe sectors, in co-operation with the youth sector, to take into account a youth dimension when defining and carrying out their programmes of activities;

3.6. to further support the role of the European Youth Centres and European Youth Foundation;

3.7. to foster the Partnership with the European Commission in the youth field as an example of good co-operation between the two partners;

3.8. to further develop a communication strategy to ensure the best possible visibility of the youth sector of the Council of Europe, inside and outside the Organisation;

3.9. to endeavour to secure, when planning the annual work programme, adequate budgets for the youth sector.

4. We will take the present Declaration into consideration in the development of our youth policies, and support the contribution of young people and youth organisations to the implementation of the priorities included in it, at local, regional, national and European levels.

5. Furthermore, we will encourage and support the development of youth mobility, voluntary activities and exchanges across Europe and beyond.
